摘要： 回顾中国城市公共交通优先发展的成效，从宏观趋势、外部环境和不同类型城市的交通结构 特征入手，对新时期城市公共交通优先发展面临的挑战进行深入分析。系统梳理了城市公共交通内 涵、定位，以及城市公共交通优先发展战略实施若干要点。围绕政府与市场的关系、跨交通方式统 筹协同发展，以及绿色交通内涵等提出了落实城市公共交通优先发展战略的制度建设要求。在推动 城市公共交通优先发展过程中，应进一步凝聚共识，以多种方式协同融合提升城市公共交通整体效 能；积极促进规划方法创新，因地制宜制定公交优先战略提质行动；始终坚持有效市场与有为政府 相结合，充分发挥公共交通运营企业的市场主体作用；全面强化政府引导，将宏观调控和微观搞活 相结合。

Deepen Reform to Improve the Integrated Performance and Overall Efficiency of Urban Public Transportation

Abstract： This paper reviews the achievements of prioritizing urban public transportation development in China, and analyzes the challenges in the new era, starting from the perspectives of macro trends, external environment and the characteristics of travel mode share in different cities. The connotation and positioning of urban public transportation, as well as several key points for the implementation of prioritizing urban public transportation development strategy, are systematically sorted out. Besides, the relationship between government and market, the coordinated development of inter-modal transportation, and the connotation of green transportation are put forward as requirements for the institutional construction of prioritizing urban public transportation development strategy. In the process of prioritizing urban public transportation development, the consensus should be further consolidated to enhance the overall effectiveness of urban public transportation system; actively promote the innovation of planning methods, according to the local conditions to develop public transportation priority strategy to improve the implementation quality; always adhere to the combination of market and government, give full play to the role of public transportation operators as the main body of the market; comprehensively strengthen the government to guide the combination of macro-control and micro-activation.
