The Energy Foundation is a public charity based in San Francisco, California, U.S.A. The Energy Foundation has a Beijing representative office that supports The China Sustainable Energy Program (www.efchina.org), whose mission is to encourage China’s sustainable development through energy efficiency and renewable energy policy development.

The Energy Foundation’s China Sustainable Energy Program is launching a new “China Sustainable Cities Program” (CSCP) based in its offices in Beijing. We are interested in assisting China’s cities to develop sustainable urban designs and sustainable transportation systems, focusing on the energy saving elements in each of these areas. CSCP will focus on pilot project implementation in Chinese cities. Our primary role is as a grantmaker working with Chinese institutions, government decision-makers, and international experts to assist in China’s transition to a sustainable energy future.

Over the next quarter century, China’s central government plans to move over 300 million people from rural areas into hundreds of newly built cities. These cities will make enormous demands on natural resources and the environment. Decisions regarding efficient urban layout, whether transportation systems will emphasize efficient mass transit—are all decisions being made in real time and that will have centuries-long ramifications.

We seek a responsible, energetic, and highly professional individual fluent in Mandarin and English, with a solid technical background in urban planning or urban transportation system planning and in-China government policy experience to help us operate the program and manage the technical department under the direction of CSCP Senior Program Officer and CSEP Program Director. The individual would be hired as a China Sustainable City Program Technical Department Director, based in the CSEP office in Beijing.

Responsibilities
Under the direction of the CSCP’s Senior Program Officer, the CSCP’s Technical Department Director will:
1. Cooperate with international expert teams, set up technical force to execute the goals and strategies of CSCP, particularly projects in pilot cities;
2. Provide due diligence in China regarding potential grantees, including assisting prospective local technical teams with developing technical plans that will further the strategies of CSCP;
3. Manage CSCP’s technical department, arrange staff work load and dispatch appropriate technical staff for different missions.
4. Guide the expansion of technical department upon the needs in the fields to take on clean transit and sustainable urban planning expertise, including suggesting hiring plans;
5. Actively develop networks in the field with Mayors, Governors, and their staff involved in urban planning and transit;
6. Introduce new sustainable concepts for CSCP with organizing shoulder by shoulder working with local technical team.
7. Develop technical framework for CSCP in pilot cities, including personnel in the central and provincial governments, research institutes, and private business. This will involve self-initiated phone calls, meetings, and travel on a continual basis, aimed at making CSCP projects as effective as possible;
8. Monitor and evaluate the progress of projects in CSCP’s areas of emphasis, including city urban planning, urban transportation system development, transit oriented development (TOD) et al. Develop strategies and plans to solve any technical problems and barriers.
9. Develop and write technical reports, if necessary, for decision makers to ensure the success of the projects;
10. Develop and execute Foundation-implemented projects (FIPs) within China, such as strategy sessions, workshops, and conferences to further CSCP’s strategies and trigger program opportunities;
11. Compile and develop technical references for the dissemination of international and local experiences for sustainable city development;
12. Accompany Chinese officials and others engaged in CSCP projects on travel tours of U.S. or other national “best energy policy practices” sites;
13. Following the technical track of the projects, ensure the schedule and quality of overall projects
14. Provide input to the Program Committee regarding grants strategies and recommendations;
15. Develop substantive background in all CSEP sectors so as to be able to represent the Energy Foundation in public and private forums;
16. Develop contacts within China for CSEP, including face-to-face meetings and telephone discussions to the maximum extent possible;
17. Be willing to travel within China and internationally to accomplish the tasks listed above. .

Qualifications
1. A deep understanding of the dynamics of urban development and urban transportation system development, including the latest trends and actors in China;
2. A deep understanding of the elements of “green,” “sustainable” cities and energy saving opportunities;
3. A Ph.D. or master’s degree or equivalent in related fields;
4. Experienced in organizing and leading technical team in the filed of sustainable urban development especially clean transit and urban design;
5. Solid technical background and expertise in urban planning or urban transportation system development;
6. An ability to develop smart, excellent projects;
7. An ability to organize technical teams and implement projects with cooperating with various parties;
8. Excellent skill for communication and cooperation, an ability to set up integrated technical team with local technical team, CSCP technical staff, and international experts to accomplish the technical work;
9. Excellent strategic abilities;
10. An exceptional ability to work in any policy/technical venue at any policy/technical level with any actor;
11. An ability to work well under pressure, both in dependently and as a team member and leader, and to be a creative problem solver;
12. An ability to demonstrate at all times an energetic, “can do,” cordial, and professional demeanor and attitude;
13. An ability to establish positive links among Chinese organizations and between international groups and Chinese counterparts;
14. An ability to train and enable Chinese government officials, government NGO personnel, private NGO personnel, local research institutes, universities, and others;
15. An ability to be flexible, responsive, and timely;
16. An ability to work with others willingly and responsively;
17. An ability to work fluently in either Mandarin or English, and to develop solid English writing capabilities in order to bridge between the international knowledge practioners and local partners.

4. Initiate new project and program areas and introduce new concepts for CSCP with organizing conferences, workshops, and study tours.
5. Develop contacts for CSCP, including personnel in the central and provincial governments, research institutes, and private business. This will involve self-initiated phone calls, meetings, and travel on a continual basis, aimed at making CSCP projects as effective as possible;
6. Monitor and evaluate the progress of China-based grants in CSCP’s areas of emphasis, including city urban planning, urban transportation system development, transit oriented development (TOD) et al.
7. Write grant recommendations for consideration by the Board of Directors using excellent written English;
8. Develop and write grant evaluations once grants have been funded, for consideration by the Board of Directors;
9. Develop and execute foundation-implemented projects (FIPs) within China, such as strategy sessions, workshops, and conferences to further CSCP’s strategies and trigger program opportunities;
10. Organize and execute Policy Advisory Council meetings and other Energy Foundation-related meetings within China as necessary;
11. Accompany Chinese officials and others engaged in CSCP projects on travel tours of U.S. or other national “best energy policy practices” sites;
12. Draft correspondence to prospective grantees or to reject inquiries or proposals (P&Is) that originate in China and that do not fit CSEP guidelines or strategies;
13. Work directly with prospective Chinese grantees to develop and refine proposals and budgets, so that proposals are submitted in a timely manner;
14. Keep projects that have been funded on schedule and on track;
15. Provide input to the Program Committee regarding grants strategies and recommendations;
16. Develop substantive background in all CSEP sectors so as to be able to represent the Energy Foundation in public and private forums;
17. Develop contacts within China for CSEP, including face-to-face meetings and telephone discussions to the maximum extent possible;
18. Be willing to travel within China and internationally to accomplish the tasks listed above. .

11. An ability to work fluently in either Mandarin or English, and to develop solid English writing capabilities in order to execute excellent grant recommendations and evaluations for the Board of Directors.
