宁波市镇海老城停车设施建设管理新思路

摘要:如何采取有效措施提高现有停车设施利用率、增加停车泊位以缓解停车难的现状,是许多城市面临的问题。在对宁波市镇海老城停车设施使用情况调查和现状停车问题分析的基础上,提出停车设施“免费、分享、共享”的措施:取消城区内部分公共停车场收费并加强占道停车管理,以控制违法停车和增加现有公共停车场的利用率;中心城区内以公共建筑为主的新建地块在满足停车配建指标要求的基础上,应对外“分享”一定数量的停车位,并在项目设计方案审查、竣工验收中予以确认;居住区与公共建筑共享停车泊位。实践表明,实施停车建设管理新措施后,有效提高了停车泊位利用率,在一定程度上缓解了镇海老城停车难的问题。

Parking Facilities Development and Management in the Old Town of Zhenhai, Ningbo

Abstract:How to effectively improve the utilization of existing parking facilities and increase parking space to alleviate the existing parking problems is an issue in many cities. Through a parking utilization survey and existing problems analysis in the old town of Zhenhai, Ningbo, this paper proposes a “free and share” measure for parking facilities management by eliminating the charges at several public parking lots within the city limit, managing parking activities, enforcing parking violation to increase the utilization of existing public parking lots. It is also requested that new public buildings within central district not only meet the parking requirements but also share some parking spaces with other vehicles (non-building occupants), which must be checked at stages of design, construction, and final project completion. The results of the before-and-after analysis show that the practice of residential communities sharing parking spaces at public building under new parking management plan can effectively increase the utilization of parking spaces and alleviate the parking problems to a certain degree.
