摘要：针对我国城市道路交通信号控制中的灯色规定和一些常用 信号正反两方面的影响因素等进 行分析。首先提出我国现行交通 法律法规对信号灯色规定的不足 之处，然后对交通信号控制存在的 基本问题进行重点研究。通过分 析不同信号灯色（如机动车黄灯、 红灯+黄灯、绿闪、红闪，行人绿闪） 及其他辅助设施（如倒计时信号） 对交叉口交通安全和通行效率的 影响，对信号灯色及倒计时信号设 置提出方向性建议，并就道路交通 安全法及其条例的补充、修订给出 相应建议。最后，简要分析了信号 控制领域应着重研究的若干理论 和应用层面的问题，包括绿灯间隔 时间、信号周期、转弯车辆控制策 略、公交优先控制、自适应控制、干 路协调控制等。

Issues of Urban Traffic Signal Control

Abstract：Aiming at the practice of traffic signal control in China, this paper analyzes the positive and negative effect of the commonly used traffic signal control designs. While discussing the deficiencies of existing traffic regulations on the signal color, the paper focuses on the basic issues in urban traffic signal control. By analyzing the impacts of signal design (signal timing allocation, flashing green/red for motorized vehicles and flashing green for pedestrians) and other auxiliary signal devices at intersection (countdown facilities) on the intersection safety and flow efficiency, the paper makes suggestions on the designs of traffic signal timing and countdown facilities. The suggestions are also made on the current traffic safety regulations and other relevant traffic laws. Lastly, the paper discusses few basic issues on signal control from both theoretical and practical application aspects, which includes duration of green time interval, cycle length, control strategy of turning vehicles, priority for transit vehicles, adaptive signal control, arterial traffic signal coordination, and etc.
