北京市郊轨道交通发展策略

摘要: 构建适应不同需求层次、多模式有机融合的轨道交通体系已成为服务北京都市圈交通需求的 必然抉择。首先分析北京市现状轨道交通网络规模、功能层次以及与城市空间扩展的适配性。按照 服务水平和层次多样的出行需求特征,将北京都市圈范围内轨道交通划分为4 个主要功能层次并分 析其功能和服务范围。针对轨道交通发展模式单一的现状,提出北京市郊轨道交通发展策略,即规 划范围应打破行政边界,重视市郊轨道交通对中心城轨道交通网络运能的缓解作用及对城市发展的 引导,以及市郊轨道交通与中心城衔接、既有国铁资源利用、建设时序和投资模式等。

Development Strategies for Suburban Rail Transit in Beijing

Abstract: Developing a geographically integrated rail transit system to accommodate different travel needs and a variety of customer expectations for travel service has become inevitable for urban transportation system in Beijing metropolitan area. This paper first analyzes the scale and functionalities of Beijing rail transit network and its role in urban spatial expansion. Based on level of service and diversified travel demands, the paper discusses the four functional and service levels of Beijing rail transit system within the metropolitan area. Aiming at current development of single mode rail transit, the paper proposes development strategies for Beijing suburban rail transit in several aspects: planning scope beyond administrative boundary; recognizing the role of suburban rail transit in enhancing the capacity of central rail transit network and in guiding urban development; and emphasizing the connection between suburban rail transit and urban central district, utilization of existing state railway resources, time scheduling of construction and investment modes.
