大城市应该控制出租汽车总量

摘要: 针对中国新出现的专车服务所引起的有关出租汽车的争论,从大城市交通发展总体战略和交 通政策的角度,论述出租汽车和专车服务的性质以及在城市交通系统中的功能定位。阐明专车服务 属于出租汽车服务范畴,大城市应该控制出租汽车总量。从三方面提出出租汽车发展策略:适度提 高出租汽车价格,建立多层次价格体系;加快出租汽车行业改革,满足不同层次的交通需求;不断 提高公共交通、步行和自行车交通服务水平,以降低出租汽车出行需求。

Managing Total Number of Taxicabs in Large Cities

Abstract: The heated discussions on taxi services caused by the newly emerged special car reservation in China have made it necessary to rethink the function and purpose of taxi service in urban areas. Having the development strategies and transportation policies in large cities in mind, this paper discusses the nature of taxi and special car reservation service and their functionalities in urban transportation system. The paper indicates that special car reservation should be considered as part of taxi service, and total number of taxicabs should be controlled in large cities. The paper proposes strategies for the taxi service development in three aspects: reasonably increasing the service price, establishing a multiple service charging system, promoting taxi industry reform to meet different travel demands, and constantly improving the level of service of public transit, pedestrian and bicycle transportation to reduce the travel demands for taxi.
