从综合交通规划角度看小汽车限制政策的实施 ——以深圳市为例

摘要: 小汽车限购、限行政策引发各界讨论,但是缺少从城市综合交通体系角度出发阐述并反思政 策推出背景和调整思路等方面的研究。分析讨论深圳市历次综合交通体系规划中小汽车限制政策规 划内容及实施情况。探讨综合交通体系规划层面,面向道路交通可持续发展应当提出的小汽车限制 政策内容及要求。在战略层面提出小汽车发展政策,强调交通规划与城市总体规划的协调,强化管 理政策的法定地位。最后提出,要持续加快构建一体化公共交通体系,并通过更严格的限制小汽车 拥有、使用措施,继续深化道路空间使用管制。

Discussion on Car Restriction Policy from a Perspective of Comprehensive Transportation Planning: A Case Study of Shenzhen

Abstract: Although the restriction policies on car purchase and usage have been widely debating in recent years, few of studies put eyes on evaluating such policies from a perspective of comprehensive urban transportation system. This paper reviews the performance of private car restriction plans in Shenzhen, specifically from the point of Shenzhen comprehensive transportation planning over the years. The application of car restriction policy proposed in comprehensive transportation planning is discussed. At comprehensive transportation planning level, car restriction policies and requirement should be proposed to promote roadway sustainable development. The paper discusses car development policy, coordination between transportation planning and urban general plan, and legal status of management policies at a strategic level. Finally, the paper urges to develop an integrated public transportation system and improve roadway space management through effective measures for car purchase and usage.
