海绵城市建设中道路工程规划设计变革探索

摘要: 随着海绵城市建设的全面推开,城市道路工程的规划与设计如何变革才能满足海绵城市的建 设要求,在业内尚未达成共识。为探索道路工程落实海绵城市建设新理念的适宜途径开展相关研 究。分析海绵城市的内涵及其对道路工程建设的新要求,并阐明道路基本功能与新要求的关系。总 结道路工程满足海绵城市建设新要求需要变革的规划设计技术,涉及道路平面、竖向、横断面及结 构设计等。从管理规定和技术规范两个方面探讨促使技术变革实现所需进行的法规完善。最后,提 出通过完善设计规定与技术规范自上而下推动道路工程发展方式转变的建议。

Innovation in Roadway Planning and Design in Developing Sponge Cities

Abstract: ‘Sponge Cities’plan has been promoted in recent years in China. However, there has not been any consensus on what innovation should be made in urban roadway planning and design so as to meet the need of developing sponge cities. This paper focuses on how to implement the idea of developing sponge cities in road construction. By analyzing the concept of sponge cities and the requirements brought out by this new concept for road construction, this paper illustrates the relationship between roadway functionalities and those new requirements. To meet the need of developing sponge cities, it is necessary to make innovation in roadway planning and designing technologies including road plane, vertical design, cross-section and structural design. The paper also discusses how to improve the laws and regulations for advancing technological innovation from the aspect of administrative regulations and the aspect of technical specifications. Finally, the paper provides suggestions on improving the design rules and technical specifications so as to reform the development modes of road construction from top to bottom.
