摘要： 在大规模的村庄规划和旧村更新过程中，普遍存在对外交通不畅、城乡公共交通覆盖率不 足、内部道路系统不完善以及无处停车等诸多问题，已成为中国乡村交通发展面临的巨大挑战。首 先对实用性村庄规划的概念与内涵进行解析，并梳理有关乡村交通发展的相关文献。结合实践系统 总结鄂东地区乡村交通发展中存在的主要问题，进一步分析其潜在的交通需求。最后，从建立镇域 统筹的对外交通系统、发展智能型信息化的城乡一体化公共交通、优化内部道路系统组织、完善多 功能停车场地等四个方面提出针对乡村交通发展的实用性策略。

Practice-Based Development Strategies of Transportation System in Eastern Hubei Rural Area: A Case Study in Huangmei County, Hubei Province

Abstract： When planning and regenerating those relatively large villages, there are always a couple of shared critical issues, such as congestion of external transportation, insufficient service of public transportation, inefficiency of internal roadway system, and lack of parking space. This paper defines the concept of practice-based rural planning, and reviews the existing studies about rural transportation development. By discussing the challenges and transportation demands in eastern Hubei rural area, the paper proposes planning strategies in four aspects: developing integrated external transportation system, adopting urban-rural combined intelligent public transportation system, prioritizing development of internal roadway system, and building multi-function parking facilities.
