香港轨道交通与新城协调发展历程与启示

摘要: 轨道交通是大都市区多中心结构形成的重要支撑条件。香港作为典型的高密度都市,在轨道 交通与城市空间耦合协调发展,尤其是轨道交通引导和支撑新城发展方面拥有大量的实践经验。从 轨道交通与新城发展的相互关系视角将香港新城发展划分为四个阶段。在分析香港市域铁路与城市 轨道交通运营状况的基础上,梳理香港轨道交通的管理经营模式。系统归纳香港轨道交通近期、中 长期规划方案,从宏观、中观、微观三个层面梳理轨道交通与新城发展协调策略。最后,总结提出 香港轨道交通规划引领新城布局、建设综合开发、运营共享互通等经验启示。

Coordinated Development of Rail Transit and New Towns in Hong Kong

Abstract: Rail transit can significantly support the formation of polycentric metropolitan. As a representative dense city, Hong Kong gains a great deal of practical experiences in coordinated development of rail transit and urban space, especially in the guidance and support of rail transit for new town development. This paper divides the new town development into four stages from the perspective of the relationship between rail transit and new town development. The management mode of Hong Kong Rail Transit is concluded through analyzing the operation state of suburban railway and urban rail transit. Based on the shortterm and long-term rail transit planning, the paper discusses the strategies of coordinating rail transit and new town development in Hong Kong at micro, interim, and macro levels. Finally, the paper concludes Hong Kong rail transit development experiences in guiding the layout of new planned city, comprehensive development, and management with sharing information.
