交通影响评价量化审查研究

摘要: 随着城镇化和机动化的快速发展,建设项目的无序开发所诱发的交通问题愈来愈需要重视。 交通影响评价在协调用地开发与交通发展、平衡社会资源配置、改善建设项目周边交通环境方面均 发挥特别重要的作用。针对中国现阶段交通影响评价存在的“落地难”问题,在分析解读新理念、 新形势和新规范的基础之上,阐述控制性详细规划阶段和一级开发项目交通影响评价、二级开发项 目交通影响评价工作的着重点和异同,分别给出了各自的研究内容体系。借鉴肯特风险评估方法和 道路安全审计形式,提出二级开发项目交通影响评价的专家量化审查方法,完善专家量化审查的内 容,并明确审查标准,力求使城镇土地利用与交通系统相互协调,促进城市和交通系统向着健康、 可持续的方向更好发展。

Evaluation on Transportation Impact Assessment

Abstract: With the rapid development of urbanization and motorization, to confront the transportation problems caused by the disorderly development of construction projects become more and more critical. Transportation impact assessment plays an important role in coordinating land-use development and transportation development, balancing public resource allocation, and improving transportation environment surrounding construction projects. Aiming at the difficulties in implementation of transportation impact assessment in China, this paper discusses the focus and differences and similarities of transportation impact assessment in the stage of regulatory detailed planning and the first- level and second- level development projects, and proposes the respective research contents and framework. Based on the Kent Index Method and road safety audit, the paper proposes a quantitative evolution method for transportation impact assessment by an expert panel, which improves the evaluation content of second-level development projects and clearly regulates the evaluation standards to promote the coordination between urban land use and transportation system and sustainable development of cities and transportation system.
