摘要： 广州市机械式立体停车设施的实施细则不够具体、审批流程较长，这些因素制约了其发展。 针对机械式立体停车设施规划管理层面的特点，总结3 类机械式立体停车设施的特征及应用情况， 并分析广州市现行规划管理政策。借鉴国内外城市的先进管理经验，对广州市规划管理中多头管理 和规章实施细则不明确等具体问题进行优化。对需要单独规划报建的独立式立体停车库(楼)和室外 机械式立体停车架提出针对性的报建流程优化建议。

Policy Optimization on Mechanical Parking Facilities Planning and Management: A Case Study of Guangzhou

Abstract： The existing problems of mechanical parking facilities in Guangzhou can be summarized as: 1) the rules of implementation are ambiguous; and 2) the approval process is typically ineffective. Considering its characteristics at stage of planning and management, this paper summarizes the features and applications of three types of mechanical parking facilities, as well as the existing policies of planning and managing such the facilities in Guangzhou. Learning experiences from domestic and oversea cities, the paper proposes a series of optimization strategies to address the issues such as multi-agent management and lack of detailed implementation rules. Finally, the paper provides suggestions on how to improve the approval procedure for applying the construction of detached garages and outdoor mechanical parking garages.
