存量发展阶段的交通拥堵治理与公共交通优先

摘要: 城市交通拥堵治理与公共交通优先是中国从中央到城市层面交通发展中最受关注的两件大 事。大部分城市的交通拥堵治理中优先考虑的还是扩张道路规模以平衡机动车交通需求。在部分城 市已进入完全的用地存量发展阶段、绝大部分城市的存量发展地区规模很大的情况下,扩张道路规 模的拥堵治理策略已经难以为继。从存量发展阶段交通资源再分配入手,分析交通拥堵治理与公共 交通优先的关系,强调将公共交通优先与交通拥堵治理合二为一。提出存量发展阶段城市交通发展 的目标是提升城市运行效率,保障城市正常运行;公共交通优先是存量发展阶段保障城市运行的必 然选择,也是实现拥堵治理与公共交通优先双赢的切入点。

Traffic Congestion Management and Public Transportation Priority in Infill Development Stage

Abstract: Traffic congestion management and prioritizing public transit are two of the most important issues in China, from centralized government at top to each urbanized area. The priority of traffic congestion management in most cities is till on roadway expansion to meet motor vehicle travel demand. While some cities already in the stage of infill development and majority of cities in extensive large-scale infill development, it is not sustainable to combat traffic congestion by roadway expansion. This paper analyzes the relationship between traffic congestion management and public transit priority and emphasizes the importance of public transit in managing traffic congestion based on redistribute the transportation resources in the infill development stage. This paper further proposes that the goal of urban transportation development in the infill development stage is to improve the operation efficiency in urban area and ensure the city's normal functionalities. Prioritizing public transit is the inevitable choice to ensure the operation of the city during the infill development stage and provides the win-win situation for congestion control.
