摘要： 研究TOD指引的编制方法有利于规划管理部门保障轨道交通车站地区规划建设质量。通过 对不同TOD指引进行方法比较，从类型划分、圈层结构、规划内容与指标以及落实路径四个方面 进行分析，提出未来的TOD指引应该从更加综合的视角进行优化，以使TOD规划指引的方法更加 完善。首先，加强对规划区综合功能的系统考虑，进行类型划分；其次，加强对TOD内外空间的 整体考虑，确定圈层结构；再次，加强对不同要素的规划协调，引导规划内容，并制定指标；最 后，加强对规划管理机制的创新探索，拓展落实路径。

TOD Planning Guidelines in China

Abstract： Studying on TOD planning and design guidelines is important for planning departments to ensure the quality of rail transit station areas planning. By comparing different guidelines in terms of type, structure, content and index, and implementation path, this paper points out that TOD guidelines should be improved from a more integrated perspective, and a series of recommendations are also proposed: 1) concentrate on the integrated function design in planning area; 2) design the hierarchy by considering internal and external space simultaneously; 3) coordinate the different planning elements; and 4) enhance the innovation capability.
