摘要： 在城市空间拓展、轨道交通快速成网及出行需求品质不断提升的发展背景下，面向规模增 长、客流下滑的发展趋势，城市公共汽车服务体系亟待高质量转型发展。在分析中国城市公共交通 优先发展瓶颈的基础上，通过总结国外相关城市公共交通发展经验，提出以提升乘客出行体验为根 本目标，理性回归以人为本的交通发展战略，通过转变网络设计及线路设计模式、规划技术方法、 供给模式等，构建公共汽车与轨道交通的一体化服务体系。最后，从制度构建、线网优化、换乘设 施、运营服务等方面提出发展策略。

Developing Integrated Service System of Bus and Rail Transit

Abstract： Facing the rapid urban space expansion and rail transit network development as well as increasing demand for high-quality travel service in China, it is crucial to enhance the service quality of public transit system when the system is getting bigger and passenger flows experience a declining trend. By reviewing the experience of urban public transit development in foreign cities and the bottleneck of prioritized public transportation development in Chinese cities, this paper urges to pay attention to the needs of people. Focusing on improving passengers' travel experience, the paper proposes to develop an integrated service system of bus and rail transit through changing in network and route design, planning techniques and supply modes. Finally, the paper recommends the development strategies in several aspects: institutional structure, prioritized network improvement, transfer facilities, operation and services, and etc.
