轨道交通快速发展背景下公共汽(电)车改革策略

摘要: 中国城市普遍面临公共汽(电)车客流下滑的问题。通过对轨道交通大发展背景下公共汽(电) 车交通定位和认识的分析,指出公共汽(电)车在城市公共交通客运体系中的主体地位依然没有根本 改变,新时期公交优先战略重心应重回公共汽(电)车领域,积极推动公共汽(电)车体系改革。通过 对国内外城市公共汽(电)车改革举措的经验剖析,提出以下建议:新时期公共汽(电)车改革应以线 网结构性优化调整为关键突破口、以换乘免费或换乘优惠为基本前提;在实施方面应该建立全方位 的沟通协调和风险防范机制,采取小规模、高频次、快速迭代的渐进实施策略。

Bus Reform Strategies Under the Rapid Development of Urban Rail Transit System

Abstract: At present, the domestic cities are generally facing the problem of the decline of the conventional bus transit passenger flow. By analyzing the functionality of bus service under the background of the rapid development of rail transit, this paper points out that the dominant position of conventional bus in urban public transit system still has not changed fundamentally. In the new era, the focus of public transit priority should return to the field of conventional bus, actively promote the reform of bus. Based on the experience of reform measures of urban bus service both at home and abroad, the paper points out that in the new era, the conventional public transit reform should take the structural optimization and network adjustment as the key breakthrough and take the free transfer or preferential transfer as the basic premise. It is necessary to establish coordination and risk prevention mechanisms in the implementation, and to adopt gradual implementation strategy of small scale, high frequency and fast iteration.
