摘要： 城市交通治理的现代化理论研究是改革开放40 年来中国城市交通发展的新要求，合作治理 是中国城市交通治理现代化转型的一种路径探索。通过梳理西方城市治理理论和中国国家治理理论 的演变发展，提出城市交通治理向合作治理变革的理论基础。围绕对城市交通合作治理内涵的界 定，进一步分析城市交通合作治理模式的主要内容是围绕城市交通问题三大场域展开的。指出城市 交通合作治理的保障措施是推进中国城市交通治理现代化合作发展的关键内容。

Modernization Transformation of Urban Transportation Management in China

Abstract： Research on modernization theory of urban transportation management is a response to urban transportation development in the past 40 years of the reform and opening policies. Cooperative governance is one of the development paths of modernization transformation of China's urban transportation management. By reviewing the development of western urban governance theory and China's national governance theory, the paper summarizes the theoretical basis of transformation from urban transportation management to cooperative governance. Based on the definition of urban transportation cooperative governance, the paper analyzes the main contents of urban transportation cooperative governance which focus on the three major fields of urban transportation problems. Finally, the paper points out that the safeguard measures for urban transportation cooperative governance are the key elements of urban transportation governance in China.
