摘要： 独立上学对儿童成长发展极为重要。针对德国儿童友好的城市交通规划与管理，促进儿童独 立上学的行动与措施，以及城市交通教育与培训展开细致阐述与案例说明。研究结果显示：德国基 于日趋完善的非机动交通和公共交通系统规划和法规保障，通过联邦与地方政府、交通与警察部 门、民间组织与企业、学校与家庭等多方的共同支持与合作，创造性地实施了一系列行之有效的儿 童上学道路安全保障措施，并构建了系统的儿童出行教育与培训体系。借鉴德国促进儿童独立上学 的城市交通规划管理与教育经验，将有助于中国尽快建立促进儿童友好的城市交通体系。

Germany's Urban Transportation Planning and Education for Promoting Children Going to School Independently

Abstract： Going to school independently is of vital importance for the growth and development of children. This paper elaborates Germany's children- friendly urban transportation planning and management, as well as the detailed urban transportation education and training case studies that encourage children go to school on their own. The research shows that Germany has implemented a series of effective measures to enhance the student commuting safety, and built a system for children travel-related education and training with the support from and cooperation between federal and local governments, transportation and police departments, non-governmental organizations and companies, schools and families as well as other parties. China should learn from the Germany's experience in urban transportation planning management and education to build a children-friendly urban transportation system as early as possible so that Chinese children can go school on their own.
