武汉市抗疫交通管理与规划的若干思考

摘要: 为全力做好新型冠状病毒肺炎的疫情防控工作、有效切断病毒传播途径,武汉市已出台多项 以阻断为主要目的的交通管理措施。总结疫情期间武汉市交通需求管理的经验和不足,是识别城市 应急交通设施短板的重要途径。通过反思本次非常态实践,总结提出仅依靠交通管理措施无法解决 疫情期间所有的交通需求,需要交通管理措施、应急响应和资源协同的“组合拳”。由此,从交通 基础设施韧性、法律政策与应急预案、智慧交通建设三方面提出提升城市交通的应急保障能力。最 后,针对武汉市从非常态向常态交通过渡提出建议。

Transportation Management and Planning Under the COVID-19 Pandemic in Wuhan

Abstract: To spare no efforts to prevent and control of the Coronavirus Disease 2019 and cut off the virus transmission routes effectively, the Wuhan government has already carried out multiple traffic management measures. Summarizing the lessons learned and shortcomings of travel demand management ofWuhan during the epidemic peak is important to identify any inadequacies in responding urban emergency traffic. Through retrospection, this paper pointes that solely relying on traffic management measures cannot meet all the traffic demand during the epidemic, a combination of measures in traffic management, emergency response and resource collaboration must be taken simultaneously. Therefore, the paper proposes to improve the emergency support system for urban transportation through improving the resilience of traffic infrastructure facilities, laws and policies and emergency response plans, and smart transportation development. Finally, the paper recommends the transition strategies from the abnormal to normal transportation in Wuhan.
