摘要： 伴随新型冠状病毒肺炎疫情爆发，应对“非常态”条件下的交通管理引起业内人士广泛讨论 和重视。首先总结“非常态”交通管理面临的挑战和常用方法的优缺点。提出基于信号控制的“软 隔离”与基于交通组织的“硬隔离”协同优化的交通管理方法、模型基础、解决方案和工具。最 后，结合中国实际对未来“非常态”交通从应急规划和实时管理两个方面给出建议。

Non-Recurrent Traffic Management

Abstract： Grounded on the synthesis of non-recurrent traffic management challenges and practices, this paper proposes a non-recurrent traffic management method based on optimal integration of signalized and uninterrupted flow strategies with respect to modeling, solution, and tools. It also provides guidelines for the proposed method's application in China from the perspectives of planning and real-time operations.
