数据驱动下的深圳市交通疫情响应与精细治理

摘要: 新冠肺炎疫情前期快速响应阶段,城市运行遇到系列应急性问题。以构建“可信、可控、可 靠”的交通服务体系为目标,利用大数据研判疫情整体防控、对外交通客流、城市交通运行、重点 区域活动、企业复工复产等态势。围绕如何动态、精准识别市民出行需求变化以及全人群出行链特 征变化等关键问题,提出城市交通系统从传统追求“大客流、高效率”向追求“安全可信、精准调 控”转变的完整措施建议。最后,提出将韧性交通构建纳入长期交通战略,持续保障城市运行 恢复。

Data-Driven Pandemic Response and Delicacy Governance of Shenzhen Transportation

Abstract: In the early stage of rapid response to the Coronavirus Disease 2019, urban operations encountered a series of emergency problems. To build a credible, controllable, and reliable transportation system, this paper discusses the overall situation of pandemic prevention and control, travel demand between Shenzhen and outside groups, urban traffic operation, activities in key areas, and enterprises resumed normal functions based on big data. Focusing on the key issues such as how to dynamically and accurately identify the changes of citizens' travel demand and travel chain characteristics of the whole population, the paper puts forward the measures for the transformation of urban transportation system from the conventional pursuit of “large passenger flow and high efficiency”to“safe, reliable and accurate control”. Finally, the paper points out that developing a resilient transportation system should be included in the long-term transportation strategy to ensure urban operation.
