摘要： 居民出行安全、效率、文明等问题日益成为当前交通健康、高质量发展的诉求。为研究如何 通过交通法规顶层设计实现对道路交通安全发展的战略性引导、精准化治理和法治化管理，解读了 《南京市道路交通安全条例》(2019 修订)的立法宗旨和要点，并与上海、深圳、杭州等城市的道路 交通安全条例进行对比分析。指出交通法规必须放眼城市综合交通体系科学构建与交通设施资源的 合理分配，从交通设施和安全的规划、建设到管理，从部门分工协作到交通行为规范等各方面进行 全方位的顶层设计，方可实现对城市交通的科学治理、系统治理。

Urban Road Traffic Management Based on Scientific Legislation: A Case Study of Nanjing

Abstract： The demand for safe, efficient and civilized travel has been increasing as people looking for healthy and high-quality transportation system. In order to discuss how to achieve strategic guidance, effective and standardized management of road traffic safety through top-level design of traffic legislation and regulations, this paper reviews the legislative purpose and main points of the Regulations on Road Traffic Safety of Nanjing (2019 Revision), and compares it with the regulations of Shanghai, Shenzhen, Hangzhou and other cities. Traffic regulations should focus on the comprehensive urban transportation system and the reasonable allocation of transportation resources. A comprehensive toplevel design is necessary to attain the scientific and systematic management of urban transportation including the planning, construction and management of transportation facilities and safety, as well as the coordination of different departments and respectful travel behaviors.
