摘要： 武汉市将街道全要素规划设计的理念融入道路规划建设项目中，通过开展街道改造试点与逐 步推广，打造了一批活力、共享、绿色、品质街道。以三阳路—中山大道工程实践为例，系统剖析 现状建设情况，回顾规划设计、施工建设的全过程，对照《武汉市街道全要素规划设计导则》开展 实施后评估。总结梳理规划—设计—实施—管理各阶段的规划要求落实情况，剖析规划设计、施工 方案、拆迁拆违、部门协调4 个阶段街道全要素规划设计未达标的原因，为下一阶段完善街道全要 素规划设计体系、优化工程监管机制、推动地方标准出台等工作提供依据。

Complete Street Planning, Design and Evaluation in Wuhan

Abstract： Wuhan City has integrated the concept of complete street planning and design into road planning and construction projects. Through the piloting and gradually populating the complete street development, many vibrant, shared, green and quality streets have been created. Taking the Sanyang Road-Zhongshan Avenue project as an example, this paper systematically analyzes the current development, conducts a full retrospect of planning, design and construction process, and performs a post-implementation evaluation in accordance with the“Wuhan City Roads and Streets All-Element Planning and Design Guidelines”. By summarizing the plan requirements at each stage of planning-design-implementation- management, the paper dissects the four- stage process including the planning and design, construction scheme, demolition and removal of illegal buildings, and inter-agency coordination for explanations of why some complete- street design elements are failed to meet the standards. Such evaluations will help to further development of the complete- street system, optimize the engineering supervision procedure, and provide information for establishing the local standards.
