深圳市TOD规划管理与实践

摘要:由于体制、机制的差异,国内城市难以照搬国外成功的TOD经验。总结了国际上不同城市在不同体制机制下发展TOD时采用的三种主要模式:政府控制型,市场导向型,政府资助、政策导向型。结合城市发展特点,探讨了深圳市适合采用的TOD模式。在此基础上,提出深圳市TOD宏观发展策略和分区发展指引,并从规划思路、规划方法、规划标准、规划管理、规划实施以及土地使用权出让方式等方面提出TOD模式的保障机制,最终形成以法定图则为核心控制文件的TOD控制引导方法。

Transit-Oriented Development Planning and Management Practice in Shenzhen

Abstract:Due to the differences in social structure and administrative system, it is hard for China to copy the successful Transit-Oriented Development (TOD) from other countries. This paper summarizes three main TOD patterns under different systems: government control, market orientated, and government policy orientated with subsidies. The paper discusses the TOD patterns tailoring to the characteristics of Shenzhen City. The TOD development strategies are proposed based on the theme, methods, criteria, management of the planning as well as temporary right-of-way ownership.  Finally, the paper introduces TOD control method centered by legal ramifications.
