摘要：针对大城市轨道交通大规模网络化建设的新特点，提出基于 “轨道交通网络的综合交通规划 (Rail Base Planning, RBP)”理念。 首先简要回顾了城市交通规划理念的发展，分析RBP与传统交通规划的区别。结合世界城市轨道 交通百余年演进历程，提出“优化 用地布局、优化交通结构、优化生 态环境”的RBP“三优论”，以及“轨 道交通网络引导圈层用地格局、轨道交通线路引导复合客流通道、轨道交通车站引导高强度用地开发” 的RBP“三导法”。在此基础上，结 合上海市10 余年的综合交通规划 和轨道交通规划建设经验，探讨上海市在优化城市用地布局、加强轨道交通导向作用过程中对BPR 理念的实践。

Comprehensive Transportation Planning Based on Rail Transit Network in Large Metropolitan Area

Abstract：Aiming at the new development trend of massive rail transit network construction in large metropolitan area, this paper introduces a rail network-based comprehensive transportation planning framework (Rail Base Planning, RBP). The paper first reviews the development of urban transportation planning and discusses the difference between the RBP and conventional transportation planning. A three-optimization concept and a three-directing plan for RBP are then introduced. The three-optimization concept focuses on how to optimize land use development, travel modes and ecological environment. The three-directing plan stresses how the developments of rail transit network lead the surrounding land use patterns, formation of intermodal transit corridors, and the high-density land use development. Based on above analysis and the more than 10 years experience in comprehensive transportation planning and rail transit planning in Shanghai, this paper explores the practice of RBP in optimizing urban land use pattern and enhancing the effect of rail transit in Shanghai.
