摘要： 交通运输部、公安部、商务部于2017 年联合开展了城市绿色货运配送示范工程，截至2020 年共46 个城市纳入其中。为及时掌握示范项目运行中的突出问题、及时进行政策优化，同时为示 范项目验收提供考核依据，构建了城市绿色货运配送评价指标体系。指标分为结果性、状态性、组 织性三种类型，分别从城市绿色货运配送的体制机制保障、基础设施、运输装备及配套设施、便利 通行政策、配送组织模式、市场主体培育、降本增效和节能减排等9 个方面、22 项指标对示范项目 发展情况进行表征，回应社会大众、政府部门、市场主体的重点关切。

Evaluation on Green Urban Freight Distribution

Abstract： Green Urban Freight Distribution Pilot Project has been launched by the Ministry of Transport, the Ministry of Public Security, and the Ministry of Commerce in China in 2017. By the end of 2020, 46 cities have been included in the project. Aiming at the existing problems in operation, this paper develops an evaluation system of green urban freight distribution so as to improve related policies and provide an assessment basis for the acceptance of the project. The indicators are divided into three types of outcome, status, and organization, which show the performance of the pilot project from 9 aspects and 22 indicators, including system structure and policies, infrastructure facilities, transportation equipment and supporting facilities, convenient passage policies, organization modes of distribution, market subject cultivation, cost reduction and efficiency improvement, energy consumption and emission reduction, which respond to the key concerns of public, government departments, and market participants.
