“人-货-航”维度的临空经济区规划探索 ——以海口临空经济区为例

摘要: 空港作为人流、物流、信息流汇聚的重要节点,依托其建设临空经济区日益成为热点。而从 实际建设运营情况看,机场内外空间割裂与空间价值错配等问题频现。基于海口临空经济区的规划 实践以及对人、货、航三要素空间偏好与组织逻辑的剖析,建立“人-货-航”维度的临空经济区 规划技术框架。针对“为人”维度,建设活力共享的航站走廊;“为货”维度,突出跑道岸线空间 的精明使用;“为航”维度,突出关键系统的安全保障。相应细化各空间布局的技术要点,促进临 空经济区的空间高价值利用与港产城融合发展。

Airport Economic Zone Planning in the Dimensions of “People- Cargo- Airlines”: Example of Haikou Airport Economic Zone

Abstract: As an important node of people, logistics, and information flows, the airport is increasingly becoming a hot spot for developing airport economic zones. However, the existing construction and operation development have exposed many problems such as the fragmentation of space inside and outside the airport and the mismatch of space values. Based on the planning practice of the Haikou Airport Economic Zone and the analysis on the spatial preferences as well as the movement of passenger, cargo, and airline navigation, this paper establishes a technical framework for airport economic zone planning with the dimensions of“people-cargo-airline”. A multi-functional terminal corridor is established at“people-oriented”level, the runway shoreline space is used in a smart way at cargo-oriented level, and the safety of key systems is highlighted at airline-oriented level. The technical points of spatial layout are elaborated to promote the high-value use of space in the airport economic zone and the integrated development of port-industry-city.
