基于车牌识别数据的错峰上下班措施效果评估 ——以广州市为例

摘要: 错峰上下班是缓解交通拥堵的政策之一。不少城市实施了错峰上下班政策,但对其效果缺乏 量化评估。基于海量的车牌识别数据,提出错峰上下班主要影响对象——个体机动化通勤车辆的识 别方法,进一步阐述其出行时耗的计算方法。以广州市为例,通过比较该方法与交通拥堵延时指数 的计算结果,对该方法的有效性进行验证。结果表明,该政策改善了早高峰的交通拥堵,同时加剧 了晚高峰的交通拥堵。该技术方法可应用于城市交通管理政策的效果评估,定量化辅助管理决策。

Effect Evaluation of the Staggered Commuting Policy Based on Plate Recognition Data

Abstract: Staggered commuting is one of the policies to alleviate traffic congestion. Many cities have implemented the staggered commuting policy, but there is a lack of quantitative evaluation on its effect. Based on massive license plate recognition data, this paper proposes a recognition method to identify the main impact object of staggered commuting - individual motorized commuter vehicles, and further elaborates the calculation method of travel time consumption. Taking Guangzhou as an example, the effectiveness of this method is verified by comparing the calculation results and the traffic congestion delay index. The results show that staggered commuting can relieve congestion during morning peak hours while aggravating congestion during evening peak hours. The method can be applied to evaluate the effect of urban traffic management policies and assist management decision-making.
