摘要： 大型体育赛事交通组织是一个多目标的复杂系统工程，组织方应采用高效的指挥机制和科学 的规划方法，确保赛事交通顺利运转。通过分析国内外大型体育赛事交通需求及服务特点，系统梳 理交通服务高质、高效的成功要素。提出赛事交通服务目标、赛事交通特点、保障工作阶段划分， 最终构建赛事交通组织策划的方法体系和步骤。重点阐述赛事交通保障的5 个阶段以及各阶段核心 任务，包括制定交通服务标准、构建交通指挥架构、制定赛事交通总体规划和战略规划、开展交通 设施详细规划和设计、车辆筹措、车辆服务方案编制、培训等。

Transportation for Major Sports Events: Challenges and Planning Framework

Abstract： Managing traffic during major sports events is a complex system engineering with multiple goals, which requires effective organizational structure and systematic planning to ensure orderly traffic flow. By analyzing the travel demand and service characteristics of major sports events both at home and abroad, this paper summarizes the key successful experiences of providing high-quality and effective transportation service. Consequently, the paper proposes the objectives, individual traffic management tasks, pre- event preparation, and framework of traffic control system based on traffic characteristics at major sports events. Five stages and the main tasks at each stage of the event are elaborated including developing level of service standards, a traffic command structure, comprehensive transportation strategic planning followed by the detailed plans and design of transportation facilities, fleet arrangement and vehicle dispatch services, training, and etc.
