摘要： 清晰、简洁且全面的大型体育赛事交通总体规划是赛事成功举办强有力的保障。它整合现有 和未来可能使用的城市交通系统、交通网络系统、交通运营系统、相关机构及各客户群体，并在赛 事交通与城市交通之间寻求平衡点。以2014 年索契冬奥会和2018 年平昌冬奥会的奥运交通总体规 划为案例，总结赛事交通总体规划的框架，剖析规划内容和要点，识别规划将面临的主要挑战。提 出大型体育赛事交通总体规划应包含稳定的安保政策、准确的交通需求预测、合理的交通枢纽布局 以及多场景方案；同时还应综合考虑赛时需求和赛后利用，既满足赛时需求，又为赛后留下最大化 的可持续遗产。

Framework and Key Points of Transportation Planning for Major Sports Events

Abstract： A clear, concise, and comprehensive transportation planning for major sports events ensures the success of sports events. Such planning should integrate the current and future urban transportation system, transportation network system, transportation operation system, involved institutions and user groups, and seek a balance between event transportation and urban transportation. Taking the 2014 Sochi Winter Olympics Games and the 2018 PyeongChang Winter Olympic Games as examples, this paper summarizes the framework of general transportation planning for major sports events, and discusses the contents, key points, and challenges of the planning. The paper points out that the general transportation planning of major sports events should include stable security policies, accurate travel demand forecasting, reasonable transportation terminals layout, and multi- scenarios scheme. The planning should comprehensively consider the service utilization during the events and post-events, which can not only meet the event demands but also leave sustainable legacies after the events.
