面向规划衔接的完整街道详细分类方法

摘要: 从探讨城市片区街道系统规划—设计一体化路径的角度出发,研究城市完整街道的详细分类 问题。在梳理总结国内外城市街道设计标准关于完整街道分类研究的基础上,反思完整街道大类划 分的应用局限性并指出进一步研究方向。从街道使用者活动需求角度出发,梳理邻接用地、临街业 态、街道功能之间的关联关系,并对照城市建设用地分类详细梳理与用地分类相契合的完整街道类 型细分需求。建立完整街道的二维分级分类体系,提出与城市总体规划—控制性详细规划—城市设 计体系相适应的完整街道规划设计传导技术框架和应用流程。最后,以西安昆明池片区开发为例, 展示完整街道详细分类方法如何实现完整街道理念从规划到实施的衔接。

Detailed Complete Streets Classification for Planning Integration

Abstract: To explore the integrated planning and design for urban street systems, this paper studies the detailed complete street classification in cities. By summarizing the research on complete street classification of urban street design standards at home and abroad, the paper reviews the limitations of existing complete street classification and points out further research directions. Considering travelers' daily activities, the paper summarizes the relationship among adjacent land, business along street and street functionalities, and discusses the complete street classification demand comparing with urban land use standard. By establishing a two-dimensional classification system for complete streets, the paper proposes a technical framework and application process of complete street planning and design, which is compatible with general planning-regulatory detailed planning-urban design system. Finally, taking the development of Kunming Lake Area in Xi'an as an example, the paper demonstrates how the detailed classification of complete streets materialize the complete street concepts from planning to implementation.
