基于熵权TOPSIS 法的交通需求管理多维综合评价

摘要: 大城市交通需求管理政策实施关联因素多,涉及多方利益群体,决策过程复杂,亟须研究建 立损益兼顾的多维综合评价方法。现有交通需求管理政策评价重视道路交通运行,而在能源环境影 响评价、公共交通设施服务评价、市民意愿接受度等方面综合评价不足。考虑市民意愿建立交通需 求管理可接受的公众参与评价指标,构建交通运行、能耗排放、公共交通设施服务、公众参与的综 合评价指标体系,利用熵权TOPSIS 法建立交通需求管理综合评价模型,形成“诊断评价—约束评 价—综合评价”政策体系和闭环评价流程。以深圳市为例,通过对道路拥堵收费政策、停车收费政 策以及拥堵收费和停车收费的组合政策三种假设情景进行应用分析,验证了交通需求管理政策评价 模型的可行性和合理性,为相关部门制定政策提供了科学、有效的决策支持工具。

Multidimensional Comprehensive Evaluation of Travel Demand Management Based on Entropy Weight TOPSIS

Abstract: There are many related factors in the implementation of travel demand management policies in big cities, involving multi-interest groups, and the decision-making process is complicated. Existing policy evaluation of travel demand management attaches importance to the operation of road traffic, but comprehensive evaluation of energy and environment impact assesment, public transportation facilities service evaluation and public willingness acceptance is insufficient. Considering the citizens' willingness, this paper establishes an acceptable evaluation and public participation system in travel demand management, with a comprehensive evaluation index system of traffic operation, energy consumption, emissions, public transportation facilities, services, and public participation. A comprehensive evaluation model of travel demand management is developed using the Entropy TOPSIS method, forming a policy system of“diagnostic evaluation- constraint evaluation- comprehensive evaluation” and a closed-loop evaluation process. Taking Shenzhen as an example, three scenarios of road congestion charging policy, parking charging policy, and the combination of the two policies are evaluated. It verifies the applicability and rationality of the travel demand management policy evaluation.
