国际视角下城市交通碳中和策略与路径研究

摘要: 在快速城镇化和机动化的驱动下,城市交通碳排放逐年增加。面对中国提出的碳中和战略目 标,城市交通迫切需要采取更加有效的策略和发展路径,以推动城市交通尽快实现零碳转型。首 先,阐述全球碳中和目标提出的背景。其次,结合欧盟、英国和日本等主要国家和地区以及东京、 伦敦、纽约等国际大城市最新发布的碳中和战略文件,分析总结城市交通实现碳中和的发展策略与 路径。最后,提出中国实现城市交通碳中和的发展建议,即需要尽快研究编制城市交通碳中和路线 图,明确发展路径和关键性措施,在法规标准和技术方面加强突破创新,并不断夯实和完善交通碳 排放统计监测和精细化核算的能力。

Carbon Neutrality Strategies and Pathways of Urban Transportation from a Global Perspective

Abstract: Carbon emissions from urban transportation have been growing for years with the rapid urbanization and motorization. Given the strategic objective proposed by China for carbon neutrality, it is imperative to adopt more effective strategies and development roadmaps to advance the zero-carbon transition in urban transportation. This paper first introduces the background of the worldwide carbon neutrality goals. Based on the strategic documents for carbon neutrality recently released by major countries and regions such as the European Union, the United Kingdom, and Japan, and by Tokyo, London, New York, and other international metropolitans, the paper summarizes the urban transportation development strategies and roadmaps for achieving carbon neutrality. Finally, the paper provides suggestions on promoting carbon neutrality of urban transportation in China through several approaches: developing a carbon neutrality roadmap for urban transportation, identifying development pathways and key measures, promoting innovation in regulations, standards, and technologies, and improving the capacity in statistical monitoring and refined calculation of carbon emissions from transportation.
