粤港澳大湾区综合立体交通网战略构思

摘要: 粤港澳大湾区作为国家重点发展的城市群,具备超大尺度、超高密度集聚发展特征。大湾区 区域交通联系正处于由低频次、长距离、低时间价值快速向高频次、中短距离、高时间价值转型升 级的关键阶段。对标东京、旧金山、纽约三大世界级湾区,针对粤港澳大湾区综合交通体系在支撑 世界级城市群建设中面临的高端要素资源配置能力不强、跨方式难以协同等发展挑战,提出共建共 享共治的城市群对外交通发展整体构思。结合未来粤港澳大湾区运输需求及发展趋势,提出枢纽共 升级、腹地再拓展、湾区强集聚、都市创融合、创新促治理五大综合立体交通网发展策略。

Development Strategies for Building a Comprehensive Transportation Network in the Guangdong- Hong Kong-Macao Greater Bay Area

Abstract: As a national key urban cluster, the Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter referred to as“the Greater Bay Area”) has characteristics of substantial scale, ultrahigh density, and agglomeration development. The regional transportation connection in the Greater Bay Area has been experiencing a critical stage of rapid transformation and upgrade from low frequency, long distance, and low time value towards high frequency, short-to-medium distance, and high time value. Comparing with three major world-class bay areas in Tokyo, San Francisco, and New York, this paper proposes an overall concept on the external transportation development of the urban cluster featuring joint contribution, shared benefits and common governance; such concept aims to address the development challenges in the comprehensive transportation system of the Greater Bay Area in supporting the construction of this world-class urban cluster, including weak capabilities of allocating high-end elements and resources, as well as difficulties in cross-mode synergy development. Based on future transportation demand and development trend in the Greater Bay Area, the paper identified five strategies for building a comprehensive transportation network, such as joint upgrading of terminals, further expansion of hinterlands, strong aggregation of bay area, integrated development among cities, and governance enhancement with innovation.
