摘要：首先回顾了国内外大城市的交通发展经验，从初期的大规模建设交通基础设施到大力发展轨道交通、公共交通，再到交通需求管理政策的应用以及对绿色交通的关注，指出只有优先发展公共交通并辅之以需求管理政策才能解决交通、环境、能源等问题。在分析北京交通发展战略以及优先发展公共交通的成效基础上，探讨了“公交城市”的发展模式，明确了“公交城市”的内涵以及必须体现人文、科技和绿色的理念。最后，提出建设“公交城市”的相关措施，包括提高公共交通服务水平、完善步行和自行车交通系统、构建物流配送体系、推进交通文明建设等。

Advancing a Scientific Development of Transportation to Construct a Transit-Oriented Beijing

Abstract：First this paper reviews experiences gained at home and abroad in transportation developments ranging from the initial construction of large scale transportation facilities, to mass development of railway and transit systems, and to implementation of travel demand management (TDM) policies as well as concerns to green transportation. The author points out that only through a prioritized transit development in association with TDM policies can such issues as related to transportation, environment, and energy be addressed. Then the paper discusses a development pattern to construct a transit- oriented city based on an analysis of the accomplishments resulted from transportation strategies that favor transit development in Beijing, and specifies the definition of transit-oriented city as well as other concepts that materialize humanism, technology, and green transportation. Finally, the paper presents some measures to construct a transit-oriented city, and these measures include raising transit LOS, improving ped and bike systems, building a cargo delivery system, and promoting civilization in transportation development.
