摘要：公共交通项目投资大，建设周期长，如何有效利用有限的资金，科学、透明地比选不同地区不同的交通投资项目，是决策者必须面对的难题。介绍了德国公共交通投资项目标准化评估过程中采用的量化、程序化和标准化的成本收益计算方法，以期为中国进行公共交通投资决策提供参考。

Standardized Procedures & Methods for Evaluation of Transit Investment Projects in Germany

Abstract：Transit projects absorb large investments, and consume long construction periods. How to make efficient use of the limited amount of money, hence to identify transit investment projects among different regions in a scientific and transparent way proves to be a challenge to decision makers. This paper introduces a quantified, routinized, and standardized method used in Germany for cost-benefit calculation in evaluation of transit investment projects, so as to provide a reference tool for China to fulfill similar tasks.
