Traffic Engineering Challenges in China

Abstract: Four years after producing a draft Transport White Paper for the Shanghai Government, Colin Buchanan was invited back to advice how the published White Paper should be amended to tackle congestion and define the roles of the modes. Advice was sought on two aspects of the challenge: developing better alternatives to the causes of congestion - the taxi and the car - and then encourage people to use them. Here the authors draw on their experience of working in Shanghai and describe some of issues confronting traffic management in China.
