摘要：优先发展城市公共交通是实现国家能源战略的必然要求，是实施国家环境保护基本国策的重要内容，是集约节约用地的有效措施，是中国特色城镇化道路的应有内涵。优先发展城市公共交通是时代赋予地方政府和各级建设部门的历史重任。要发挥城市规划的调控作用，制定和落实促进公共交通优先发展的经济政策，积极稳妥地推进城市公共交通行业改革，切实抓好出租汽车的稳定工作，进一步落实地方政府和各级建设部门的责任。同时，充分发挥企业特别是骨干企业在实施优先发展公共交通战略中的作用。实施优先发展公共交通战略的关键是抓好各项政策措施的落实。建设部将积极推动公共交通法制建设，把优先发展公共交通纳入规范化、法制化轨道。

Abstract: Preferred development of urban public transportation is a prerequisite to implement national energy strategies. It is also a major component of the national fundamental policies concerning environmental protection, an effective measure for collective land-saving, and an integral part of urbanization with Chinese characteristics. The preferred development of urban public transportation is a historical mission which involves local governments and agencies at different levels. It is required to enhance the guiding and regulation functions of urban planning, to formulate and implement economic policies aimed at promoting public transportation, to push on the reforming of the urban public transportation industry actively and steadily with close attention focused on the stability of the taxi industry, and to further impose responsibilities on local governments and agencies at different levels. Meanwhile, it is necessary to enable related firms to fully play their part in the implementation of preferred public transportation strategies. The key to the preferred development of public transportation is implementation. The Ministry of Construction shall actively encourage the establishment of the legislation system concerning public transportation, and thus to regulate and legalize developments in favor of public transportation.

　　党中央、国务院十分重视城市公共交通的健康发展。党的十六大以来，按照科学发展观的要求，做出了优先发展城市公共交通的决策部署，为新形势下做好城市公共交通工作指明了方向。

　　1 优先发展城市公共交通是落实国家发展战略的重要举措

　　优先发展城市公共交通是降低能源消耗、减轻环境污染、减少占地、方便居民出行的重要途径。城市公共交通作为城市的重要基础设施，与人民群众的生产、生活密切相关，是城市经济社会全面、协调发展的重要基础。一定要充分认识优先发展城市公共交通的本质内涵，全面理解优先发展公共交通战略思想，切实增强责任感和紧迫感。

　　1) 优先发展城市公共交通是实现国家能源战略的必然要求

　　我国人口众多，近年来经济社会持续快速发展，对能源的需求不断增加，能源成为涉及我国经济安全的战略资源。《中华人民共和国国民经济和社会发展第十一个五年规划纲要》(以下简称《纲要》)提出，“十一五”期间单位国内生产总值能耗要比“十五”期末降低20%左右。据预测，2020年，我国的交通能耗占能源消耗的比例将高达16.3%~17.1%，城市交通节能任务十分艰巨。据统计，每百公里的人均能耗，公共汽车是小汽车的8.4%，电车为3.4%~4%，地铁为5%。如果采用个体小汽车出行的人有1%转乘公共交通，仅此一项全国每年节省燃油将达到0.8亿升。推进城市交通节能，在加快研究开发推广低能耗汽车的同时，最重要的就是优先发展城市公共交通。
