城市公共交通服务水平的指标体系

摘要:优先发展公共交通是符合我国国情的城市交通发展的战略举措,然而我国的城市公共交通一直以来缺乏系统地评价公交服务水平的指标体系,从而使城市公共交通在规划、管理和监督方面缺乏明确的目标和依据。从公交出行选择的角度着重阐述了现代城市公共交通服务水平指标体系的形成原理,并在借鉴国外的类似指标体系的基础上提出了符合我国国情的城市公共交通服务水平指标体系,期望这一指标体系能够成为编制城市公共交通规划、制定公交运营任务和目标、评价城市公共交通服务水平的重要依据。

System of LOS Indicators for Urban Public Transportation

Abstract: It is widely accepted that one of the key strategies for traffic congestion mitigation in China is to promote the use of public transportation. However, no comprehensive measuring systems exist in China for evaluating the quality of transit services that can help rationalize the service standards for transportation planning, management and monitoring. This paper develops a mechanism to set up a system of LOS indicators which is based on similar foreign systems and can be introduced to China. It is hoped that the system will be beneficial to the development of public transportation LOS measuring system that practitioners in China can refer to in their professional practice of transportation planning, traffic management, and transportation service monitoring.
