摘要：出租汽车监管是现代城市管理的重要一环，其概念和模式与时俱进，不断创新和发展。在对出租汽车客运服务的属性和定位进行论述的基础上，以南京为例，对出租汽车监管历史进行简要回顾并总结出租汽车行业“四个缺失”，论述了传统出租汽车监管模式的四个特点和当前监管工作中出现的四个过渡，最后结合当前的出租汽车行业实际，对行业的监管理念进行了反思和构建。

Concerns about the History, Reality and Ideas regarding Taxi Market Supervision and Management

Abstract: Taxi market supervision and management plays an important role in urban management for a modern city, with new ideas and methods coming-up and improving continuously. Exemplified with Nanjing City, Jiangsu Province, China, this paper analyzes the attributes and functionality of the taxi service industry by briefly recalling the history of its market supervision and management. The paper reports that there exist "4 lacks" in the taxi industry, and discusses the 4 issues in relation with the traditional taxi market supervision and management, as well as the 4 stages of transition presently occurring in the taxi market supervision and management. The paper concludes with re-thinking and proposing of ideas in taxi-market supervision and management based on the reality of the current taxi industry.
