摘要：在对我国城市优先发展公共交通取得的成绩给予了肯定的同时，指出公共交通优先发展过程中存在一些问题，直接影响了公共交通的整体发展形势。针对目前公共交通发展过程中在交通投资结构比例不协调、公交系统综合规划问题以及公交既有设施资源缺乏有效整合等问题进行了探讨，对公交市场化经营与公益性服务之间的关系以及政府的职能定位给予了分析，并提出了相应的对策和建设性意见。

Thinking of the Problems of Public Transport Priority Development

Abstract: There are many achievements in course of urban public transport priority development in China. But several problems have effected the whole development situation of urban public transport. This paper analyzes such problems as the disharmony of transportation investment structure, the shortage of integration of the system planning of public transport, the shortage of integration of the constructed establishment resource, etc. Discussions have been also focused on the government function orientation and the relationship between the public transport marketability and commonweal. Countermeasures contraposing these problems are put forward in the end.
