【摘 要】城市交通发展战略规划是在城市社会经济和空间布局背景下对城市交通系统发展的总体部署，当前武汉市城市交通发展正面临着关键选择。在分析武汉交通现状、机遇与挑战的基础上，立足于城市发展与交通发展双赢、对外交通与市内交通双赢、设施建设与功能提升双赢三个双赢和均衡发展的战略思想，提出了武汉交通发展的战略任务、目标、措施、交通政策及实施战略，为构筑可持续发展、现代化的武汉和谐交通体系指明了方向。

Based on the Three Double-Winning and Balanced Development Constructing Wuhan Harmonious Transportation

Abstract: The planning of urban transport development strategy is the general planning of urban transport development, which is based on the layout of city economic and space. By now, Wuhan urban transport is being confronted with the key selection. Based on the double winning of city development and transport development, external transport and internal transport, infrastructure construction and function upgrade, this paper analyzes the actualities, opportunities and challenges of Wuhan urban transport. The strategy mission, target, measure, transport policy and implement strategy are put forward, which points out the direction of constructing Wuhan long-lasting modernization transport.
