德国国际合作机构交通管理项目招聘 Technical Advisors

    The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the German Development Cooperation, supports the German Government in achieving its objectives in the field of technical cooperation for sustainable development. In cooperation with the Beijing Transportation Research Center (BTRC) GIZ recently started a project on “Transport Demand Management (TDM) in Beijing – Emission Reduction in Urban Transport”. The aim of the project is to develop effective and efficient policies and measures and develop capacities to evaluate impacts on the transport system and greenhouse gas (GHG) emissions. Within this context, we are looking for:

    2 Technical Advisors (100%)

    Green Urban Transport and Traffic Demand Management

 

    Key task are the development of concepts on urban transport demand management (TDM) and modeling its impacts on climate change and greenhouse gas emissions.

    The positions involve the following activities and requirements:

    -Independent implementation of project tasks in close collaboration with the project team, with a high degree of personal responsibility and integrity

    -Proactive contribution of experiences and incorporation of technical knowledge in the project team by drawing on extensive professional and cultural experience.

    -Contribution to the dissemination of project results in reports, on websites and through newsletters.

    One position emphases on development of TDM policies and measures while the other focuses on “modeling and monitoring GHG emissions and co-benefits”. The contracts start at the earliest possibility and may end in February 2014. An extension is possible.

    The main tasks are:

    ·Implementation of project tasks:

    -Development of concepts for sustainable urban transport,

    -Evaluation of transport plans and data,

    -Development of recommendations for urban policies and measures,

    -Identifying the green­house gas mitigation potential and related co-benefits,

    -Data collection as well as traffic and emission modeling, and

    -Evaluation of the performance of measures (monitoring system).

    ·Independent coordination with project partners in China as well as (short-term) experts.

    ·Documentation and dissemination of project results and contributing to the knowledge management.

 

    General Tasks

    ·Networking with Chinese and international institutions,

    ·Administrative support to the project director,

    ·Project management (e.g. operational planning, organisation of workshops and a study tour to Germany, drafting of reports, acquisition of materials and services, etc.),

    ·Translation and interpretation for international experts,

    ·Guiding project staff such as interns and project assistants

    Further Tasks

    ·Cooperation in cross-project work and superordinate working groups

    ·Additional tasks on request of the project director

 

    Required Qualifications, Competencies and Experiences

    Formal Education

    ·University degree in transport planning, transport engineering, transport economics, air quality management or a related discipline.

    Professional Experience

    ·At least 5 years of relevant work experience and project management,

    ·Working experiences in sustainable urban transport and transport demand management,

    ·Knowledge in transport modeling and monitoring techniques.

    Further Skills and Competencies

    · Diplomatic skill, intercultural and social competency

    ·Excellent command of MS-Office

    Language Skills

    ·Excellent Chinese Language skills (able to conduct negotiations)

    ·Very good English language skills (able to conduct negotiations)

    ·German language skills are desirable
