摘要：如何对交通规划方案进行充分论证，以尽可能降低交通发展对城市环境造成的负面影响已成为规划研究中的重要课题。首先简要介绍战略环境评价(SEA)和城市综合交通规划中的SEA两个概念，并针对欧美国家和中国城市交通规划中的SEA研究和实践进行对比。比较分析结果显示，中国与欧美国家交通规划的内容构成不同，SEA的介入时机和研究方法也不同。提出中国应该将SEA融入综合交通规划的过程中，而不仅仅是事后评价，据此围绕交通规划技术和管理程序两个层面提出若干优化建议。

Integrating Strategic Environmental Assessment in Comprehensive Transportation Planning

Abstract：Comprehensively evaluating transportation planning schemes to minimize the negative impacts of transportation development on urban environment has become an important issue in urban planning. This paper first introduces the concepts of Strategic Environmental Assessment (SEA) and SEA in urban comprehensive transportation planning. By comparing SEA research and practice in urban transportation planning in China and countries in Europe and America, the paper points out that there are differences in transportation planning details, research techniques and the timing of integrating SEA. Finally, the paper emphasizes the importance to integrate SEA in comprehensive transportation planning stage not just in the stage of post-development evaluation in China. The suggestions on transportation planning technique and management system are proposed accordingly.
