摘要：为积极应对机动化交通需求的快速增长、有效改善中心城区的交通拥堵状况，从20世纪90年代开始，深圳市前后开展了四轮交通综合治理。首先阐述了交通综合治理的工作目标与基本原则，根据四轮交通综合治理阶段的交通特征与问题，系统分析了各阶段交通综合治理采取的治理策略和主要改善措施。总结提出了深圳市交通综合治理成功的三个关键因素：以交通改善规划作为技术支撑、建立滚动推进机制以及强有力的组织协调机构。最后，指出深圳市新时期开展交通综合治理的方向及具体策略。

Relieving Congestion with Comprehensive Traffic Control System in Shenzhen

Abstract：To meet rapid travel demand and effectively relieve the ever increasing traffic congestion in urban central area, Shenzhen government has worked continuously to improve traffic flow since 1990s. By introducing the objectives and basic principles of traffic congestion, improvement plan, this paper systemically analyzes the main improvement strategies and action measures that targeting the specific traffic problems at each of the four improvement stages. Three key factors of successful traffic congestion improvement in Shenzhen are recognized, which are, emphasizing traffic improvement plan preparation, establishing interactive improvement actions and strongly promoting collaborations. Finally, the paper outlines action plans and measures for traffic congestion improvement in the new era in Shenzhen.
