摘要：轨道交通进入网络化发展阶段后，其规划设计不仅要综合考虑与城市及交通系统的协调，还需考虑网络化建设与运营管理的要求，这给规划设计管理工作带来了一系列的挑战。结合深圳市轨道交通规划设计管理实践，分析当前轨道交通规划设计管理工作中存在的困难。在此基础上，提出轨道交通规划设计管理对策，包括加强政府主导并明确各部门职责、建立轨道交通规划设计协同技术体系、加强本地技术力量、统筹前期研究与工程设计费用。最后，详细阐述了深圳市轨道交通规划设计协同技术体系及其规划设计内容，这一体系已在深圳市轨道交通二期工程建设中应用。

Planning and Design Management of Urban Rail Transit Network in Shenzhen

Abstract：The planning and design of urban rail transit system must consider not only the coordination of urban development and transportation system but also the requirement of transit network construction and operation management, which presents a great challenge for rail transit planning and design management. Based on the practice of urban rail transit planning and design management in Shenzhen, this paper identifies the difficulties in current urban rail transit planning and design management practice, and proposes the management measures for rail transit planning and design in several aspects: enhancing the role of government and clarifying the responsibility of all involved entities, establishing an integrated rail transit planning and design system, strengthening local technical capabilities, and managing overall expenses plans for initial research and engineering design. Finally, the paper illustrates the integrated rail transit planning and design system in Shenzhen and the key contents of planning and design. This system has been applied in the second phase of urban rail transit network construction in Shenzhen.
