摘要：追求绿色交通已成为各城市交通发展的政策目标。首先指出绿色交通的发展思路必须拓展至城市规划、绿色可替代燃料、市民教育与参与、组织与财务等非交通手段，才能建立共识并予以落实。介绍了台湾绿色交通的三项政策目标及七项政策方向。为实现这些目标，提出减少机动车车公里数、利用车辆技术与替代燃料、运用组织制度三项措施。围绕减少机动车车公里数的策略，以台北市、台中市为例，探讨了台湾在采用精明增长方式、改善公共交通以及推行公共自行车计划的具体作法。实践表明，这些措施有助于达成绿色交通的政策目标。

Green Transportation Policy and Practice in Taiwan

Abstract：Many cities are presently pursuing the green transportation policy. This paper points out that green transportation development should emphasize non-transportation strategies such as urban planning, alternative green fuels, citizen education and participation, institutional and financial plans for building consensus and carrying out the action plans. By introducing three policy objectives and seven policy directions of green transportation in Taiwan, the paper presents three action plans including the reduction of vehicle-kilometers, usage of alternative fuel and the institutional reform for materializing these objectives. For the reduction of vehicle-kilometers, the paper discusses the smart growth in urban planning, improvement of public transit and bike sharing system in Taipei and Taichung. The implementation results indicate the positive impact of the action plans in reaching the green transportation objectives.
