摘要：针对大城市形态变化迅速、机动车高速增长、交通方式多样化等特点，分析了路网规划涉及的三个要素：路网承载能力、路网形式、道路分类分级，强调大城市交通规划应为路网的未来发展留有余地。指出大城市交通发展除了应坚持公交优先战略和以大运量快速公交为骨干的方针，还必须重视多种方式的有机配合，将路权优先分配给集约式的交通工具，同时注重运用各种交通管理手段保障战略和政策的实施。最后，强调交通规划必须与城市规划和区域规划有效结合才能解决交通问题，并指出值得注意的几方面问题。

Road Network, Transportation and Urban Planning

Abstract：Aiming at the rapid development of large cities, increasing motorization and characteristics of diversified travel modes, this paper discusses the relationship among capacity of roadway system, network layout, and hierarchy of roadways, and stresses that current transportation planning for large metropolitan areas must reserve spaces for future roadway development. While giving the priority to public transit and strengthening high- volume-and-high-speed public transport modes, large metropolitan areas should also emphasize the integration of various travel methods and assign the highest right-of-way to mass travel modes. Finally, the paper stresses that to solve urban transportation problem, the transportation planning must be integrated with urban and regional development planning.
