摘要： 中国很多城市在规划设计自行车停车设施时，目标往往局限于提供基本条件，对提升供给质 量的诉求不够强烈。首先指出中国自行车停车设施规划设计存在的突出问题：空间与设施不足、选 址不合理、安全问题、使用不便，以及缺乏环境协调。基于此提出自行车停车设施规划设计的核心 原则：安全、便利、美观、经济，并进一步总结体现核心原则的12 项要素及其具体手段。提出实 践中不同类型目的地的停车设施规划设计要素优先级建议，并以案例的形式对各规划设计要素及其 优先级进行详细解析。

Key Elements in Planning and Design for Bicycle Parking Facilities

Abstract： Lack of the motivation to develop higher quality of bicycle parking facilities, many Chinese cities only go for the “minimal” in planning and designing the bicycle parking facilities. This paper first points out the main problems existed in the current bicycle parking facilities planning and design in China, such as inadequate space and amenities, inappropriate site selection, concern for safety, inconvenience for users, and little consideration for the surrounding environment. The paper then proposes the core designing principles in safety, convenience, aesthetics and economics, which is further elaborated in the 12 key elements and their corresponding concrete measures. How to prioritizes key elements in bicycle parking planning and design for different parking objectives is recommended. Finally the paper presents case studies to illustrate the suggested planning and design process.
