摘要：随着近几年中国城镇化、机动化的快速发展，城市公共交通优先(以下简称“公交优先”)发展再度成为社会关注的焦点。深入探讨了中国城市公交优先发展的应有内涵和战略意义，并对当前城市公共交通普遍存在的问题进行了分析，同时有针对性地提出了公交优先发展中应该着重解决的关键问题。最后指出，要确立公交优先发展在国家和城市发展中的地位；建立和完善公交优先发展的相关法律法规体系；引入市场竞争机制，加强政府调控监管；建立完善的财税保障体系；加强公交优先发展的基础理论研究和科研创新。

Thoughts and Suggestions on Prioritizing Urban Public Transportation Development in China

Abstract：With the rapid development of urbanization and motorization in recent years, prioritizing urban public transportation development is becoming the focus of attention in China. This paper first presents the priority development concept and strategic significance of urban public transportation in China. Then the paper summarizes the commonly existing problems in urban public transportation, and points out several critical issues in prioritizing public transportation development. Finally, the paper provides suggestions on how to prioritize public transportation development in several aspects: establish the importance of public transportation priority at national and local levels, establishing and improving related laws and regulations for public transportation priority, introducing market-economy competition mechanism, enhancing government regulations, developing an effective fiscal and taxation system, and enhancing innovative research for prioritizing public transportation development.
